It has three common uses.

1: You can ask someone to hold up. – Meaning you’re asking them to wait for something.

2: You can hold someone up. – Meaning you force them to have to wait. Or you forced them to have a delay.

3: Or you can hold someone up, as in you are robbing them.
A "Hold Up" or a "Stick Up" are slang terms for a robbery.Or Mugging.

This is the in your face type of robbery. Not the type of robbery where you may sneak into someplace and steal something. This is more like you robbing a bank, or train or a traveler by gun point or other use of force.
